The City of Elizabeth City and most of Pasquotank County’s land area have been designated by the North Carolina Department of Commerce as a “State Development Zone.”

As authorized by North Carolina General Statute 105-129.3A, the purpose of a State Development Zone is to provide economic incentives to stimulate new investment and job creation in economically distressed urban areas.

See the North Carolina Department of Commerce Finance Center for detailed information on Tax Credits, Industrial Revenue Bonds, Composite Bonds, Community Development Block Grants, the Industrial Development Fund, One North Carolina Fund, and Job Development Investment Grants.
